Cinderella Law (Emotional Abuse) - Good or Bad?

There are recent calls to legislate against emotional abuse of children, not just physical abuse .... Is this a necessary move, or an ambiguous step that could work against loving parents?  An interesting article in the Independent:

Have to say when I first read about this that it appeared to be a charter for busybodies to interfere.

Professional busybodies (and the amateur variety) don't have a good rep for maintaining a clear head so I am a little concerned about the implementation ... I guess we'll see how it pans out.
